President Mnangagwa Appoints New Minister of Primary and Secondary Education

President Emmerson Mnangagwa has appointed Evelyn Ndlovu as the new Minister of Primary and Secondary Education (MPOSE) replacing Cain Mathema with effect from 30 September 2021.

Chief Secretary to the Office of the President and Cabinet, Dr Misheck Sibanda said the appointments are with effect from Thursday 30 September 2021.

"In terms of Section 104 (1) of the Zimbabwe Constitution amendment 20 of 2013, His Excellency the President, Dr Emmerson Dambudzo Mnangagwa has made the following Ministerial appointments:

"Hon Evelyn Ndlovu as Minister of Primary and Secondary Education, Hon Cain Mathema as Minister without Portfolio in the office of the President and Cabinet. The appointments are with effect from 30 September," said Dr Sibanda.

Prior to the appointment, Dr Ndlovu was a Minister of State in Vice-President Chiwanga’s office.

Cain Mathema is now a Minister Without Portfolio. This was also announced by the Ministry of Information, Publicity and Broadcasting Services on social media:

A minister without portfolio is either a government minister with no specific responsibilities or a minister who does not head a particular ministry. Even though ministers without portfolio are not heads of any particular office or ministry, they still receive a ministerial salary and have the right to cast a vote in cabinet decisions.
